The central government has approved the creation of a post of Officer on Special Duty in the Ministry of Coal in the rank and pay of Secretary with immediate effect with the direction that the Ministry may obtain approval of the Union Cabinet ex-post facto. Anil Swarup, who is Additional Secretary in Cabinet Secretariat, has been made Officer on Special Duty in the Ministry of Coal in the rank and pay of Secretary against the newly created post, said a statement by government. Government also notified that Swarup will also serve as Secretary, Ministry of Coal on the superannuation of S K Srivastava on 31 October 2014. Swarup started his career as a Collector & DM kheri district in Uttar Pradesh and served the state government in various capacities before moving to centre. In central government, Swarup has served in the Ministry of Commerce & Industry, Labour & Employment and Cabinet Secretariat. Swarup is a post-graduate in Political Science.
