Coal policy, rules to be enforced

Directorate of Geology and Mining (DGM) has informed all licensees, village councils and stake holders that the system of revenue collection and control of coal mines would be enforced with effect from Oct 1 based on Nagaland coal policy and rules.
 
According to a press release issued by DGM director S.K. Kenye, coal royalty would be collected based on the actual quantity of coal being transported by the coal carrying truck as per prescribed rate of the government. 
 
Kenye said authorized officers and staff would take proper measurement of the coal carrying truck body and after calculation of the quantity of coal or referring to the ready reckoner kept for the purpose. 
 
Revenue would be collected at the rate of Rs. 290 per tonne from the licensees and Rs. 435 per tonne from the non-licensees respectively, said the DGM director. 
 
He said the authorized officer and staff would have the power to seize truck transporting coal without valid mining lease and coal challan and the seized truck would be imposed ten times the penalty of the normal rate of royalty.
 
The press release said the licensees/mining lease holders could deposit advance royalty to the DGM director through the district in-charge. 
 
The director or authorized officer would issue Transit Pass (TP) against such advance royalty deposited and the same would be monitored and regularized with coal challans at the mines or gates by the district in-charges.
 
The DGM director also said that there would be joint surprise checking of illegal coal mines and transportation on a regular basis. 
 
Mining machineries at illegal mines would be seized and confiscated, said the director adding that operators without valid mining lease were requested to obtain mining lease from the department of geology and mining with immediate effect.
 
According to the director, those designated as district in-charges would enforce the policy and rules in their respective districts for effective control of mines, transportation of coal and revenue generation. 
 
All grievances, correspondence and necessary actions pertaining to official matters at the district level could be addressed to the following district in-charges: Mining Er. Tsuknung Jamir for Longleng; Mining Er. Vikiya Sema for Mon; Mining Er. Tesinlo Semy for Mokokchung and Drilling Er. Posatho Ngouri for Wokha.
