Delhi puts coal block plan on backburner

Months after it announced plans of getting a coal block allocated to set up a pithead plant in another state that would supply power to the national capital, Delhi government has admitted that it was unlikely the project would follow through. Saying they were reconsidering the plan, the government said the focus now is on getting cheaper power for Delhi.
Power minister Satyendar Jain said that as Delhi has surplus power, an additional thermal plant would not be required. "Right now our focus is to ensure that the costly PPAs assigned to discoms are surrendered so they can start sourcing cheaper power. We do not understand the rationale of the PPAs and are studying them in detail," he said.

The PPAs are a huge burden on consumers because discoms also have to pay fixed charges. "If need be, we will go to court to terminate the current PPAs. We do not want power that is costlier than what is available in the market today," Jain added.

"Once the companies manage to exit these PPAs, we might look into coal blocks again in the future," said a senior government official.

The minister said that it is unlikely that the capital would require more power, so there was no need for another thermal power station. Delhi's peak power demand is currently around 4,500MW. From a constant 1015% surge in demand every year in the past decade, this year Delhi's peak demand did not cross last year's all-time high demand of 5,925MW recorded on July 15.

However, sources in the Union power ministry said that Delhi was never in the running for a coal block allocation as the state had failed to apply for it by missing several deadlines. Delhi government had been eyeing places like Jharkhand, Odisha and Chhattisgarh for the coal block allocation. The plan was to set up a thermal plant nearby to transmit power directly to the capital.

Experts had stressed at the start that the plan was not feasible as even getting land from other states for a power plant for Delhi would be a difficult task. The Centre has also made it clear that PPAs cannot be surrendered till Delhi found alternate buyers for this power.
