GAIL floats global EoI for coal gasification tech

July 9: Gas Authority of India Ltd (GAIL) has floated a global expression of interest (EoI) for pre-qualification of licensors of coal gasification technology for a proposed coal-based fertiliser plant at Angul, Odisha.
The company, which would set up the plant in a consortium, seeks EoI from licensors with proven capability to process coal with ash content of 35-40% (dry basis) or blended coal with ash content of 30-35% (dry basis).
The project will be set up by a special purpose vehicle (SPV) of the consortium on a lump-sum-turn-key (LSTK) basis through competitive bidding. The selected licensors will be required to have 5% equity in the SPV.
The other constituents of the consortium are Coal India Limited (CIL), Rashtriya Chemicals and Fertilisers Limited (RCF) and Fertiliser Corporation of India Limited (FCIL). The coal gasification plant will produce ammonia synthesis gas (N2+3H2) and carbon dioxide gas on LSTK basis.
The last date for submission of the EoI is July 31, 2014, by 2 pm.
