Preparedness of end-use plant to be considered

November 20: Prior allottees can draw comfort from the fact that the government will take into account the state of preparedness of the end-use facility as well as the proximity of the plant to the coal mine and the progress of development of the coal block by the allottee in the past, as per the Coal Mines (Special Provisions) Rules, 2014 which were unveiled on Wednesday, November 19.
This could bring some solace to prior allottees whose end-use plants are at an advanced stage of commissioning.
In case of generation of power being the end-use, the rules stipulate that the per capita power availability in the state of the applicant company must also be furnished.
Other factors that will be considered include the demand-supply gap and the end-use towards which the coal is proposed to be utilised.
