SLC(LT) discusses two key Coal India issues

December 23: The Standing Linkage Committee (Long-Term) for Power, Sponge and Cement, at its meeting held on December 23, discussed a slew of topics, according to a ministry communique.
On the agenda was the reduction in Coal India’s quantities supplied due to decommissioning/closure or de-rating of pre-2009 power units.
Another key topic for deliberation was modification of the recommendation of the committee discussed at a previous meeting where it was proposed that notice for cancellation issued due to non-achievement of COD may be kept in abeyance and that the CEA and CIL should formulate a common policy on the matter.
It had been further proposed that the CEA should furnish a list of TPPs with revised COD and that there should be no slippage beyond this. And the issue of penalty imposition was to be decided thereafter.
However, at an even earlier date, CIL had proposed that since the COD is the basis for starting supply of coal there was no need to monitor the same in all cases. After a series of parleys, at the September meeting this year it was proposed that the recommendations should be modified as “A policy decision in the matter may be framed by CEA in consultation with the Ministry of Power for placing before the SLC (LT)”.
