SLC to review pending LoAs of IPPs

December 19: The meeting of the Standing Linkage Committee (Long-Term) on Power will meet on December 20 to review, among others, the issues related to pending Letters of Assurance (LoAs) issued to independent power producers (IPPs), a ministry official said.

As many as 177 LoAs covering a total generation capacity of 108,000 MW had been issued by CIL and its subsidiaries for power projects to be commissioned during the 11th and 12th Plans.

Projects with a capacity of 78,000 MW have been approved for coal supplies by the CCEA and covered in the presidential Directive (PD).

A total of 172 fuel supply agreements (FSA) covering 134 LoAs were to be signed against 78,000 MW, but so far only 157 FSAs have been signed.

In the remaining 15 cases, some issues related to change of ownership, extension of coal supplies beyond the period admissible under the Tapering Linkage Policy etc are involved.

The meeting will also take on issues related to formulation of guidelines for considering requests from project developers for change in the name, management structure, control etc of companies, the official said.

There have been instances where running units with ongoing coal supplies from Coal India subsidiaries have requested recording of change in name, management pattern etc and the coal supplies have been stopped pending approval of the competent authority for such changes. This brings the running unit to a standstill.

Yet another agenda topic will be the request for enhancement of linkage quantity of NTPC’s North Karanpura power project. The coal linkage granted earlier to the project was cancelled and subsequently restored in May 2013 as per the directions of the Cabinet Committee on Investment (CCI).

Other issues to be deliberated upon include coal linkage to Muzzafarpur Barauni thermal power projects, review of LoA granted to Bokaro Power Supply Company and also the review of LoAs not covered in a presidential directive issued earlier this year as they had not fulfilled milestones.
