State govt. hikes coal royalty to Rs. 290 per tonne

State government has approved to enhance the existing coal royalty from Rs. 165 per tonne to Rs. 290 per tonne with effect from November 2012 and the rate of royalty would be a combination of specific and ad valorem rates of royalty.
 
According to a cabinet memo, in exercise of the power conferred under the provision of Section-15 of Nagaland (ownership of land and its resources) Act 1990, state government has enacted and notified Nagaland Coal policy and rules, 2006 vide No. GM-21/Coal/1/2005, dated March 8, wherein the rate of coal royalty was prescribed at the rate of Rs. 165 per tone of coal and Government of India has enhanced the coal royalty rate vide G.S.R. 522 (E) dated August 1, 2007.
 
However, it was stated that there was strong resentment and protest due to sudden change of policy and enhancement of coal royalty rate at that point of time, thus implementation of the new rate royalty and streamlining of the system in ground reality has taken time and thereby state government could not enhance the coal royalty rate at par with the Government of India.
 
Further the cabinet memo mentioned that the accountant general (audit) in its letter on April 2013, in his observation had strongly raised the issue that due to non-revision of coal royalty as stipulated by the government of India resulted in the loss of government revenue to the tune of Rs. 4.26 crore.
The cabinet also approved to reorganize Dimapur district existing police structure along the lines of a commissionerate system without any budgetary implications and by utilizing the existing resources in a different manner.
